The aims and objectives of monitoring the implementation of Article 19 of the Convention on the Rights of Persons with Disabilities

The field phase of the national monitoring exercise on the implementation of Article 19 of the UN Convention on the Rights of Persons with Disabilities resulting from intellectual impairments has begun; this is being carried out by the All-Ukrainian Public Organisation ‘Coalition’ with the support of the Ministry of Social Policy of Ukraine.
The aim of the monitoring is to assess the extent to which the state is fulfilling its obligations regarding the right to an independent lifestyle and the inclusion of adult Ukrainians with intellectual disabilities in local communities, in accordance with Article 19 of the Convention.
Objectives of the monitoring:
- To develop a questionnaire for a remote survey of legal representatives of the target group – adults with disabilities resulting from intellectual impairments.
- Selection of respondents – legal representatives of individuals from the target group.
- Fieldwork phase – data collection through remote surveys of respondents.
- Analysis of the collected data and assessment of needs regarding the right of persons in the target group to live independently and be included in local communities.
National monitoring is a tool provided for by the Convention to oversee its implementation, in which the state involves civil society, in particular persons with disabilities and the organisations representing them.
The All-Ukrainian Public Organisation ‘Coalition’ carries out monitoring with the support of the Ministry of Social Policy of Ukraine as part of the project ‘National monitoring of compliance with the right of adults with disabilities resulting from intellectual impairments to inclusion in local communities and combating their segregation in accordance with Article 19 of the Convention on the Rights of Persons with Disabilities’.
