National monitoring of the implementation of Article 19 of the Convention on the Rights of Persons with Disabilities

The right to live independently and be included in the local community is one of the rights set out in the UN Convention on the Rights of Persons with Disabilities.

How should the state promote the full realisation of this right by persons with disabilities? Article 19 of the Convention addresses this issue.

The state has a duty to ensure that people with disabilities are able to choose where and with whom to live, have access to the necessary services in their local community, and to ensure that services and facilities for public use are accessible to people with disabilities on an equal basis with others.

We are pleased to report that the All-Ukrainian Public Organisation ‘Coalition’, as a national civil society organisation representing the interests of people with intellectual disabilities, is involved in the national monitoring of the implementation of Article 19 of the Convention.

In the autumn, with the support of the Ministry of Social Policy, we launched the project ‘National Monitoring of Compliance with the Right of Adults with Disabilities Arising from Intellectual Impairments to be Included in Local Communities and to Prevent Their Segregation, in accordance with Article 19 of the Convention on the Rights of Persons with Disabilities’.

The project’s experts have drawn up a monitoring programme, and we will shortly be launching an online survey of legal representatives of people with intellectual disabilities regarding the safeguarding of their right to inclusion in local communities.

We very much hope for active support for the survey from organisations that are members of the All-Ukrainian Public Organisation ‘Coalition’. After all, it is in our interest to convey to the authorities our perspective on the issues and ways of ensuring the right of people with intellectual disabilities to be included in society.
